Every neighborhood has their "crazy"/weird person, the one that all the kids are warned never to go near. I remember we had several of them in my 'hood where I grew up, and when we saw them walk down the street, we would all scatter and hide. But were these "crazy" people just that, or were they a bit eccentric and misunderstood by those around them?
